[BUG] Interactive TUI hangs after trust prompt on Windows - Enter key unresponsive in all terminals (Git Bash, PowerShell, cmd.exe)

What's Wrong?

Version 2.1.69 on Windows 11
-p mode works, interactive mode does not
Trust prompt accepts Enter only in cmd.exe but TUI then hangs blank
Fresh reinstall didn't fix it.
Reboot didn't fix it
Happens in Git Bash, PowerShell, cmd.exe, VS Code terminal
This issue started yesterday. No issues before that.

What Should Happen?

After confirming the trust prompt, Claude Code should launch the interactive TUI and accept user input normally.
