[BUG] On Enterprise accounts the "Remote Control" permission affects `--remote`

What's Wrong?

--remote is separate from Remote Control and should be controlled by the permission for Claude Code Web. Despite the name it is not the same as Remote Control.

What Should Happen?

--remote should be usable if Claude Code Web is enabled.
