[BUG] TodoWrite unrecognized for Subagents

What's Wrong?

When adding the TodoWrite tool to a subagent definition, the agent does not have access to it when running claude --agent <name> and inspecting agent definition in Claude Code shows "TodoWrite" tool as unrecognized

What Should Happen?

Agent should have access to TodoWrite and tool should be recognized in UI

Steps to Reproduce

1. Create an agent definition with TodoWrite tool enabled
2. Start a session in Claude Code
3. Ask the agent to create a Todo list
4. Use the /agents command and inspect agent definition
