[BUG] "claude install" under Windows always installs itself under ~/.local and there is no way to change this

This was already reported and your stupid bot closed it as a duplicate (though it is not a duplicate) and doesn't allow to reopen: https://github.com/anthropics/claude-code/issues/21019
It is unacceptable that it is not possible to configure the installation directory.
