[Bug] Excessive API usage when resuming conversation in open window

I opened a CLI session and did some work. The session was left open and connected overnight.

Next day I checked the usage - 0% of my current session. I typed "Hello" and had a pleasant response. Usage now shows 8%.

There was no read of Claude.md, check of git status, etc. expected. 8% usage leaked from my session.
