[FEATURE] Environment Variable or Parameter to decide which plugins should be activated for a specific session

Problem Statement

I often wish to only allow claude access to specific plugins either for testing purposes for my own plugins or for development purposes when multiple plugins may be conflicting.

This feature would enable an easy way to ensure only the plugins I wish to use are enabled.

Proposed Solution

A parameter or environment variable set when running claude such that I can decide a list of plugins which I would like enabled for that specific session.
