[BUG] Sometimes they ignore CLAUDE.md

Bug Description

There are cases where CLAUDE.md is ignored and action is taken.

Steps to Reproduce

1. Write a CLAUDE.md

  Branch Management
  - When creating a Pull Request from the main branch, first update to the latest state, then create a new branch

1. I asked him to create a pull request.

Expected Behavior

Actions will be taken in accordance with CLAUDE.md.

Actual Behavior

CLAUDE.md is not ignored and acts according to the guidelines.
