[FEATURE] Add timestamp in usage view

Problem Statement

/status [and the web portal] show "current" usage but do not indicate the exact time of the query; it would be incredibly useful if it would instead say "Current session (as of 2026-02-24 15:33)", in the local timezone, so that the user can track how the usage budget is going during a session (e.g. by having a 'start' or 'midpoint' tab open [in the browser/web portal, or a terminal tab] and then an additional/subsequent tab for some later timepoint, and get a sense of not only how much usage budget has passed but also how much time has passed, and thus get a sense of how much 'rate'/velocity of usage is occurring).
