[BUG] Claude Code completely unusable: Failed to connect to api.anthropic.com: UNABLE_TO_GET_ISSUER_CERT_LOCALLY

• Claude CLI version: 1.0.38
• Operating System: macOS 15.5
• Terminal: Zed, Terminal App, Warp (everywhere!)

Bug Description

Since the Jul 1 API outage, Claude Code is entirely not working. This is happning for me and my team. I'm subscribed to the Max plan. I tried restarting, reinstalling, none worked.

Steps to Reproduce

1. run claude
2. Error

Expected Behavior

It should work. I'm subscribed to Claude Max and in a supported country.
