[BUG] Keyboard shortcuts don't work with non-Latin keyboard layouts

What's Wrong?

Keyboard shortcuts (e.g. Meta+T / Opt+T) don't trigger when the system input source is set to a non-Latin layout (e.g. Russian).

What Should Happen?

Shortcut should work regardless of the active keyboard layout.

Steps to Reproduce

  1. Switch system keyboard layout to Russian (or any non-Latin layout)
  2. Press Opt+T (macOS) to toggle the model picker
  3. Nothing happens
