[BUG] Installation via Winget does not properly set up native installation at `C:\Users\%user%\.local\bin`

What's Wrong?
Tried to install using winget install Anthropic.ClaudeCode but things did not actually work in the end, footer of Claude Code showed errors that native installation did not exist and using /usage threw an error. Had to uninstall, reinstall via the recommended approach, and then even log out and log in again to be able to use /usage.
What Should Happen?
Winget should be equivalent to the (scary) script installation.
