[FEATURE] Option to disable automatic branch creation in GitHub during code review

Problem Statement

When performing a code review in the Claude Code in Desktop app, the agent automatically tries to create a branch for the review. I don't need this feature; code reviews shouldn't automatically publish external artifacts.

Proposed Solution

Add a setting to disable automatic creation of GitHub artifacts
