What's Wrong?
I was disturbed to find that Claude Code wrote to my user-wide gitignore file without any prompt or request for permissions. Claude Code should _absoutely never_ manipulate the filesystem outside of a project directory or its own config/state directories without user permission.
There was a previous issue but it was completely ignored: #10230
What Should Happen?
Claude Code should not touch the filesystem outside of project directories or its own config/state directories without permission.
