Add Usage Limit Indicator to UI for Proactive Task Management

Bug Description
While we have the slash command for managing costs we don't have anything to show how close we are to our usage limits. I've been caught multiple times trying to frantically finish a task when the warning comes up. It would be nice to have usage percentage with the context percentage on the bottom right in text.
