[BUG] Content filter falsely blocks transcription of 1986 agricultural newsletter

What's Wrong?
Description
Claude Code's content filter repeatedly blocks transcription of a completely benign 1986 agricultural economics
newsletter. The article "Amish Economics" by Gene Logsdon, published in Community Service Newsletter (Vol XXXIV #5, Sep-Oct 1986), discusses traditional Amish farming practices and their economic viability. There is nothing remotely objectionable in this content.
Steps to Reproduce
- Render page images from the scanned PDF: 1986 09 Amish Economics - Unknown.pdf (12-page image-only PDF from Calibre library)
- Ask Claude Code to transcribe pages 1-4, which contain a two-column article about Amish agricultural economics
- Content filter blocks the output, even when attempted via subagent or directly
Expected Behavior
Claude should transcribe the text from these scanned page images without interference, just as it successfully did for the other 6 articles in the same newsletter.
Actual Behavior
Content filter blocks the transcription repeatedly. Multiple attempts and workarounds (direct transcription, subagent delegation) all failed on this specific article. The 6 other articles from the same newsletter were transcribed without issue.
Impact
- 6 of 7 articles from this newsletter were successfully extracted; this one could not be completed
- The blocked content is a ~40-year-old published essay about farming economics — entirely benign
- This is a false positive that undermines Claude Code's usefulness for legitimate archival, research, and OCR

- Users working with historical documents should not encounter filter blocks on mainstream published material
