[FEATURE] Refund usage when PR'ing claude code.

Problem Statement

I think you would see rapid innovation on Claude Code if you were to refund usage when detecting the code was used to PR for Claude Code, people don't generally want to use their personal usage to enhance Claude as the usage is very limited as it is, even on 20x.

If you could PR Claude Code and not have it affect your baseline I think you would get a lot more innovation, rapidly.
