Problem Statement

Other 3P harnesses like Roo Code include mandatory mode and skill checks that ensure the harness is properly evaluating project context and applying it consistently. Claude Code by default is often ignoring specialized subagents and skills to then extent that we have to coax it into applying them through CLAUDE.md.

Proposed Solution

Claude Code should be more pliable to leveraging project context so that it does not deviate from existing patterns and processes in large projects. Base instructions should include mandatory subagent and skill checks.

Alternative Solutions

We've worked around this by constantly iterating on CLAUDE.md instructions to escalate the importance of leveraging project configurations, but it still is forgetting to use skills when appropriate.
