Project-scoped plugins missing from installed list; marketplace entry redirects to discover tab

Bug description

Two related issues with project-scoped plugins in the /plugins UI:

1. Project-scoped plugins don't appear in the installed list

Plugins installed with project scope do not show up in the Installed tab. The Installed tab has Project, Local, and User sections — but project-scoped plugins are invisible despite being functional.

2. Clicking an enabled plugin in marketplace view navigates to Discover tab

In the marketplace view, enabled plugins show with a checkmark badge. Pressing Enter on these entries navigates to the Discover tab instead of showing plugin details. This only happens with enabled plugins — disabled plugins open normally.

Impact

These two bugs together mean project-scoped plugins cannot be viewed or managed through the UI at all — they're missing from Installed, and clicking them in Marketplace redirects away.
