[BUG] delegate mode cascades to teammates

What's Wrong?

When I try to use delegate mode, it cascades to teammates

What Should Happen?

the mode in use when the team was created should cascade to teammates

Error Messages/Logs

Team cleaned up. Here's what happened:

  Problem: Delegate mode restricted all teammates to only task/messaging tools - they couldn't access Bash, Read, Write, Edit, or Skill tools, making them unable to do any
  actual work. Even bypassPermissions mode didn't help.

Steps to Reproduce

1. use bypassPermissions mode
2. start a team
3. switch to delegate mode
4. watch all of them ping repeatedly for permissions they don't have
5. team lead notices and checks and sees all teammates have delegate mode active, themselves
