[Bug] Plugin commands not available in native UI mode

Bug Description
I used Claude Code native UI mode instead of CLI mode. However, sometimes, UI mode does not allow me to run plugin command such as /init. When I type /init, there is no option appears and I cannot enter to update CLAUDE.md. Also, there is no available plugin options to select as well. Please check this issue
