Bug Description

Issuing a simple `/mcp list' is resulting in an error "Your message will exceed the length limit for this chat. Try shortening your message or starting a new conversation."

Steps to Reproduce

1. Launch Claude Desktop
2. Issue "/mcp list"

Expected Behavior

It should have reported configured MCPs

Actual Behavior

Error "Your message will exceed the length limit for this chat. Try shortening your message or starting a new conversation."
