[BUG] overloaded_error

The similar issue has been closed (https://github.com/anthropics/claude-code/issues/2912) but that is unacceptable for Max (x5) plan with 70% of session token used and only 20% of the week tokens.

What Should Happen?

The system should be able to utilize tokens from the pre-paid pool without interruption. Paid tokens should ensure priority access and prevent 529 errors.
