[BUG] NetSuite HTTP MCP OAuth authentication still broken (followup to #11862)

This is a followup to #11862, which was auto-closed on 2026-01-20 due to 60 days of inactivity without any fix or official response from Anthropic.
The bug still exists as of 2026-01-29. HTTP-based MCP servers using OAuth (specifically NetSuite’s MCP service) fail to authenticate in Claude Code, while the identical configuration works correctly in Claude Desktop.
