[BUG] Unable to Trigger '@' File Reference Citation When Recalling History Commands with Up Arrow in Claude Code CLI

What's Wrong?

In Claude Code CLI, when I use the up arrow to recall previously entered commands, I am unable to trigger file reference citations using '@'.

$ claude --version
2.1.19 (Claude Code)

What Should Happen?

Trigger file reference as well.

Steps to Reproduce

1. press up arrow, recall one history message.
2. At the end of message, press @ and file prefix
3. unable to see the reference list.
