[BUG] Claude Code Pro Quota Significantly Reduced: Limit Reached in ~20 Prompts per 5 Hours

What's Wrong?

Since January 2026, there has been a noticeable and drastic reduction in the Claude Code Pro usage quota. In a standard development workflow, the quota is now exhausted after approximately 20 prompts within a 5-hour window. This limit feels significantly lower than the pre-holiday standard levels (before the December 2025 "Double Quota" event). This current restriction makes it nearly impossible to complete a full feature implementation, severely disrupting professional development workflows.

What Should Happen?

Pro subscribers should have access to a consistent and predictable usage quota. While dynamic adjustment based on system load is understood, the baseline should not fall below the established 2025 standards. The usage logic should be recalibrated to support the high-context demands of a CLI-based developer tool.

Error Messages/Logs

Steps to Reproduce

  1. Log into Claude Code CLI with an active Pro subscription.
  2. Initialize a session in a medium-to-large-sized project.
  3. Perform standard coding tasks (e.g., refactoring or feature implementation).
  4. Track the number of prompts; the "Usage limit reached" warning typically triggers at around the 20th prompt.
