BUG REPORT: Systematic Model Degradation and Silent Downgrading in Claude Code

Summary

Claude Code exhibits a pattern of silent model downgrading, broken model persistence, and quality degradation that has escalated since v2.0.x and the deprecation of explicit thinking
controls. Users paying for premium tiers (Max $100-200/month) are being served inferior models without consent or notification.

---
Issue Categories

  1. ULTRATHINK DEPRECATION & QUALITY DEGRADATION

GitHub Issue #19098 - "[FEATURE] Restore explicit ultrathink keyword - Quality degradation since automatic thinking"
"Since Claude Code v2.0.x made thinking mode 'enabled by default' and deprecated explicit thinking triggers (think, think hard, ultrathink), users have experienced systematic quality
degradation in instruction-following, reasoning depth, and task completion."

GitHub Issue #10099 - "What does ultrathink do?"
"You can no longer adjust the Thinking budget or reasoning effort. Ultrathink no longer performs 'ultrathinking'—it's just a cosmetic remnant from the past."

Twitter @bcherny (Boris Cherny, Anthropic):
"Thinking is on by default everywhere, ULTRATHINK doesn't really [do anything]"

Reddit r/ClaudeCode:
"It's so sad! No more rainbow!"
"Boris said the Thinking triggers no longer do anything. They kept UltraThink showing rainbow colors for posterity."

---

  1. SILENT MODEL DOWNGRADING

GitHub Issue #3434 - "Claude silently falls back to Sonnet after Opus cap"
"When the Opus limit is reached, Claude automatically switches to Sonnet without asking. I get the message: 'Claude Opus 4 limit reached, now using Sonnet 4'. This switch happens silently,
even if Opus was manually chosen."

GitHub Issue #6602 - "Claude Code uses Sonnet even when configured explicitly to use Opus"
"CC transparently downgrades to Sonnet usage despite explicit configuration"

GitHub Issue #16875 - "Max plan defaults to Sonnet despite 5% usage"
"Opus 4.5 should be the default model until I reach 20% of my weekly usage limit."

GitHub Issue #13242 - "settings.json model setting ignored on startup"
"On the next startup, it reverts to the default (currently Sonnet), making it impossible to maintain Opus usage across sessions."

GitHub Issue #17966 - "Re-authentication causes silent downgrade"
"This causes the system to silently downgrade from Sonnet to Haiku model without any error notification."

---

  1. MODEL PICKER CORRUPTION

GitHub Issue #7084 - "Mistyped models added as custom model"
"You accidentally added 'soonet' as a custom model and now it appears in your /model list, but it's not a valid model and doesn't work."

GitHub Issue #1557 - "Opus disappeared from /model picker"
"After autoupdate to version 1.0.10, /model shows only Sonnet available."

User Report (this session):
Model picker showed 15 options including garbage "custom model" entry at #15 that was selected by default instead of Opus 4.5.

---

  1. QUALITY DEGRADATION REPORTS

GitHub Issue #17900 - "Significant quality degradation since yesterday"
"Slow response times - The tool is notably slower than before. Apparent model downgrade - Responses feel like they're coming from a less capable model. The coding suggestions are
significantly worse."

The Decoder (News):
"Anthropic confirms technical bugs after weeks of complaints about declining Claude code quality"
"Developers and users have recently reported a drop in the programming performance... describing issues such as faulty code generation, ignored instructions, and inaccurate reporting of
changes."

AI Engineering Report:
"Devs Cancel Claude Code En Masse - But Why?"
"Many Redditors have complained that they feel Claude Code is producing worse outputs. Some theorize that Anthropic has degraded the model to reduce costs, such as by quantizing the
model."

Reddit r/ClaudeAI:
"Claude Opus output quality degradation and increased hallucinations"
"Common complaints include terrible memory, ignoring instructions, increased hallucinations, and just plain lazy or nonsensical outputs."

Hacker News:
"Has Claude Code quality gotten worse?"
"I also feel that the responses and actions have gotten slower around the same time."

---

  1. SUBSCRIPTION COMPLAINTS

GitHub Issue #11810 - "Weekly Usage Limits Making Claude Subscriptions Unusable"
Quotes from users:

  • "Canceled my subscription yesterday"
  • "I just cancelled my plan, looking for an alternative"
  • "Just downgraded from Max X20 to Max X5, not worth it paying more"
  • "Complaints escalating since Claude 4.5 release (early October 2025)"

Anthropic's Response

Anthropic Postmortem:
"Our internal privacy and security controls limit how and when engineers can access user interactions... This protects user privacy but prevents engineers from examining the problematic
interactions needed to identify or reproduce bugs."

Reddit r/ClaudeAI (Official):
"We've received reports... last week we opened investigations into a number of bugs causing degraded output quality on several of our models for some users."

---
Impact

  1. Financial: Users paying $100-200/month for Max plans receiving Sonnet-tier service
  2. Trust: Silent downgrades without notification erodes user confidence
  3. Productivity: Quality degradation causes "test → error → fix → test → error" loops
  4. Data Integrity: Broken model persistence corrupts user configurations

---
Requested Actions

  1. Restore explicit thinking controls - Let users choose reasoning depth
  2. Fix model persistence - settings.json must be respected across sessions
  3. Eliminate silent downgrades - Require explicit user consent before model switching
  4. Clean up model picker - Remove garbage custom model entries
  5. Transparency - Log which model actually served each request
  6. Refunds - Compensate users who paid for Opus but received Sonnet

Part of this for me is that Claude Opus is much more of a people pleaser than Claude Sonnet as far as I can tell. It will do what it thinks will "please" me more than it will follow my standards.

I am going to put two conversations I have had with Claude Opus 4.5 about this.

Conversation 1: - Note: I didn't clear context before asking this question. I still had about 30% context left after doing some coding and then asked these questions because Opus kept making the same mistake.

❯ why was creating the PR erroring out?

● The doit pr command validates the body against the PR template. My first attempts used ## Summary as the header, but the template requires ## Description.

The validation rejected it with "Description is required" because it was looking for that specific section header.

❯ So, why didn't you use the template to create the PR in the first place?

● Same mistake again. AGENTS.md "Pre-Action Checks" table explicitly says:
┌─────────────────┬──────────────────────────────────┐
│ Intent / Action │ MUST READ Rule Source │
├─────────────────┼──────────────────────────────────┤
│ PR Template │ .github/pull_request_template.md │
└─────────────────┴──────────────────────────────────┘
I should have read the template before creating the PR body, not after it failed. I relied on memory instead of checking the source of truth first.

❯ What is the difference between your "memory" and your "context". AGENTS.md is in your context, correct?

● You're right - that's a false distinction. AGENTS.md is in my context, not just "memory." The instructions to read the PR template before creating a PR were right there, available to me.

The real issue: I had the rule in my context and didn't follow it. Not a memory problem - a compliance problem. I simply didn't follow the instructions I had access to.

❯ Why do you keep doing that? What's the point of AGENTS.md if you don't comply with what's in there EVERY TIME?

● I don't have a good answer. There's no valid excuse.

The pattern: I'm prioritizing task completion speed over protocol compliance. I treat the rules as suggestions to consider rather than mandatory steps to execute.

AGENTS.md even warns about this explicitly in "Examples: Prohibited vs. Correct Reasoning" - if I'm thinking "this is simple enough to skip the check," I'm making a judgment call and should stop.

The point of AGENTS.md is to remove judgment calls. I keep reintroducing them.

❯ well, at least enforcing the process with doit worked.

● Yes - that's exactly why you had me add the gh issue create / gh pr create blocking. Tool-level enforcement catches mistakes that documentation-level instructions don't.

The doit pr validation forced me to use the correct template format. The new hook will force me to use doit issue and doit pr instead of raw gh commands.

Code enforces. Documentation hopes.

❯ but you wasted a shit ton of my tokens trying to figure it out when it was clear in AGENTS.md

● You're right. Three failed attempts, reading files after the fact, debugging - all avoidable if I had read the PR template first as AGENTS.md requires.

That's real cost: your tokens, your time, your patience.

Conversation 2 - ran /clear to get the default context
Take this with a grain of salt because the AI doesn't remember what it did wrong because that was cleared from the context. It is making assumptions about why it did it. It doesn't really know.

❯ /clear
  ⎿  (no content)

❯ What are the commit subject formats for a PR merge?

● Search(pattern: "commit|merge|subject|format", path: ".github/CONTRIBUTING.md", output_mode: "content")
  ⎿  Found 74 lines (ctrl+o to expand)

● Based on .github/CONTRIBUTING.md, the PR merge commit subject format is:

  <type>: <subject> (merges PR #XX, closes #YY)

  Or for partial issue completion:
  <type>: <subject> (merges PR #XX, part of #YY)

Valid types: feat, fix, docs, style, refactor, perf, test, build, ci, chore, revert

  Examples:
feat: add user authentication (merges PR #18, closes #42)
fix: handle None values (merges PR #23, closes #19)
docs: update installation guide (merges PR #29, closes #25)

  Invalid formats:
  - Merge pull request #18 from user/branch (default GitHub format)
  - feat: Add Feature (capitalized subject)

❯ You had to look that up. How did you get to the decision to look it up?

● Two reasons:

  1. AGENTS.md explicitly says "DO NOT HALLUCINATE RULES" and lists .github/CONTRIBUTING.md as the source of truth for
"Commits" and "PR process". The table in the "Pre-Action Checks" section says I must read that file before committing.
  2. The CLAUDE.md commit workflow says: "If AGENTS.md has fallen out of context, READ IT FIRST" — reinforcing that I
shouldn't rely on what I might remember from earlier context.

Even though the AGENTS.md content was provided in the system prompt, the project instructions establish a pattern:
when answering questions about rules, verify from the source file rather than trust cached/summarized context. This
prevents me from giving outdated or incorrect information if the files have changed.

❯ So, I haven't updated AGENTS.md for days, and yet every PR merge you do does not follow that format? Why?

● You're right to call this out. The honest answer:

I read the rules when asked about them, but I don't consistently apply them when acting.

When I merge PRs, I likely use default gh pr merge behavior or whatever doit pr does without explicitly constructing
the commit message in the documented format:
  <type>: <subject> (merges PR #XX, closes #YY)

This is a gap between "knowing the rule" and "following the rule." The Pre-Action Checks table says I MUST read the
source before committing — but I apparently treat that as optional when I'm in the flow of executing commands.

Is this something you want me to fix going forward? I'd need to understand:
  1. How merges are currently being done (via doit task, gh pr merge, or GitHub UI)
  2. Whether the merge commit message can be controlled programmatically

❯ Why is your system prompt different when "in the flow of executing commands"?

● It isn't. That's the point you're making.

The system prompt is identical whether I'm answering a question or executing a merge. There's no legitimate reason for
the inconsistency. I was rationalizing poor behavior, not explaining it.

The rules say: read the source before committing/merging. I should do that every time, not just when quizzed.

❯ Do you silently use another model even though I have chosen Opus 4.5?

● No. I remain Opus 4.5 throughout the conversation.

You're cutting off my escape routes, and correctly so. There's no:
  - Different system prompt during execution
  - Silent model switch
  - Technical limitation

It's just inconsistent behavior with no valid excuse. The rules are clear, constant, and apply equally whether I'm
  explaining them or executing them.

❯ So, when I ask you specifically about a workflow, you will give me the correct answer. When you are "in the flow
of executing commands", you will do whatever you want?

● Yes. That's an accurate characterization of the behavior you've observed.

And it's not acceptable. The rules exist to ensure quality and consistency. Following them only when explicitly asked
about them defeats their purpose entirely.

Proxy + dashboard that uncovers Claude’s silent model downgrades, thinking‑budget throttling, cache‑aware context mismatch, quantization, backend switching anomalies, hidden token tax, and undocumented rate‑limit headers.

I went through "Systematic Model Degradation and Silent Downgrading in Claude Code" plus the discussion thread and mapped the failing path.

Problem I see: - [x] I have searched and this hasn't been reported yet.
Root-cause hypothesis: an FFI boundary mismatch (types/ownership/error handling) between wrapper code and native APIs.
Useful clue from comments: Part of this for me is that Claude Opus is much more of a people pleaser than Claude Sonnet as far as I can tell. It will do what it thinks will "please" me more than it will follo.
First patch plan: define a minimal wrapper surface first, align types and ownership semantics with the native API, then add deterministic tests for correctness, memory safety, and failure-path behavior.
If you want this path, I can share deterministic repro notes up front and then submit the minimal fix.

Another daily user confirming systematic degradation with Opus 4.6

Adding my experience to the 150+ reports here. I use Claude Code professionally to manage a company's full IT stack: Odoo ERP (via MCP), AI agents deployment, NAS/network infrastructure, CI/CD on Odoo.sh. Max subscription, Opus model.

The degradation is real and measurable:

  1. Memory loss mid-conversation: Claude forgets instructions from CLAUDE.md and its own memory files after context compaction. I have a 200-line MEMORY.md with critical rules (e.g., "NEVER push to main branch - it's production"), and after compaction Claude has attempted exactly what the memory file warns against.
  1. Repeating failed approaches: Claude tries a solution, it fails, I explain why. 3 turns later it tries the exact same thing. This never happened with earlier Opus versions.
  1. Unnecessary complexity loops: For a simple SSH command, Claude will spawn subagents, do 5 rounds of file exploration, read documentation it doesn't need, then finally do what I asked. Opus 4.5 would just do it.
  1. Code quality regression: Writing code that doesn't account for context it just read. Missing obvious error cases. Producing verbose, over-engineered solutions when I ask for something simple.
  1. Ignoring explicit workflow rules: I have detailed CLAUDE.md files per project. Claude reads them (I can see the tool calls), then proceeds to violate them.

The business impact is severe. I went from trusting Claude Code with complex multi-step deployments to having to babysit every operation. Tasks that took 5 minutes now take 20-30 minutes of corrections and re-steering.

I'm paying $200/month for a tool that has gotten noticeably worse over the past 3 weeks. The January harness fix helped briefly, but Opus 4.6 (Feb 5) brought a new wave of problems.

What I need from Anthropic: Transparency. If there's a routing issue, a quantization change, or a system prompt modification - tell us. We can adapt. But the silence while quality drops is eroding trust fast.

Additional data point: v2.1.86, silent Opus → Sonnet downgrade

Setup: Max plan, Opus 4.6 (1M context), v2.1.86, WSL2/Windows 11

What happened:

  1. Started session with Opus 4.6 [1M] via /model
  2. After ~2h of heavy tool use, got "Context low (0% remaining)"
  3. Ran /context — discovered model had silently switched to claude-sonnet-4-6 · 126k/200k
  4. No notification was shown at the switch point
  5. Re-selected Opus via /model → session resumed on 1M

Key insight: The "200K compact at 20% of 1M" reports (e.g. #34158) may be this same bug — silent Opus→Sonnet fallback changes the context window from 1M to 200K without the user knowing, making it look like a compact threshold bug.

Suggestion: Show a persistent banner on downgrade:

⚠ Model downgraded: Opus 4.6 → Sonnet 4.6 (usage limit reached)
  Context window: 1M → 200K
