[Bug] CLAUDE_AUTOCOMPACT_PCT_OVERRIDE environment variable not being applied

Bug Description
CLAUDE_AUTOCOMPACT_PCT_OVERRIDE is being ignored. Even if I set CLAUDE_AUTOCOMPACT_PCT_OVERRIDE=1 claude, I see the same amount of buffer being allocated when I run /context
