[FEATURE] Add cursor blink setting

Problem Statement

When running claude in the terminal, the cursor does not blink (solid white block), even though the terminal emulator itself is configured to have a blinking cursor.

Proposed Solution

1. Respect the terminal's cursor blink setting, or
2. Add a configuration option to enable/disable cursor blinking in Claude Code's TUI
