[BUG] Skills installed from plugin marketplace are not show/autocompleted by /slash commands like other skills

What's Wrong?

Skills installed from plugin marketplace are not show/autocompleted by /slash commands like skills you put in the skill folder yourself

What Should Happen?

plugin installed skills should be invokable with /slash commands like other skills

Steps to Reproduce

1. add a skill to skill folder
2. doing a forward slash / will autocomplete and invoke the skill

1. Add a skill via the marketplace
2. it is not shown with a / slash command
