[Bug] CLI startup time degradation (8+ seconds)

Bug Description
Suddenly, claude takes a very long time to start up -- sometimes more than 8 seconds.
(This may be connected with a recent problem that it mentions that auto-update is not working -- but this may also be unconnected).
