[Feature Request] Add suppressOutput option to Stop hook responses

"Feature request: Add ability to suppress Stop hook output from user display. Currently when a Stop hook returns {"decision": "block", "reason": "..."}, the reason is always shown as 'Stop hook error: [reason]'. Need a 'suppressOutput' option to hide this from the user while still providing the reason to Claude internally."
