[Bug] Plugin uninstall fails with incorrect user scope error until restart

Bug Description
After installin g a plug-in, then attempting to uninstall it, Claude Code says the user scope is wrong for that plugin - even though it is not. I have to restart Claude Code, and then the plugin becomes uninstallable.

Ideally, users should be able to uninstall plug-ins at any time. If restarting is really necessary, the error message needs to be changed.
