[BUG] Asking Claude to create an APGL-3.0 license causes it to silently fail

What's Wrong?
Whenever I ask Claude to create an AGPL-3.0 LICENSE file, it silently fails.
This behavior happens in:
- Claude Code
- Claude Web
Asking it to try again results in the same output (nothing). There are no errors that it throws (unlike a previous bug #10453 which triggered the content filtering policy).
If Claude is executing a checklist it will silently fail at that step and stop working until I manually tell it to skip that problematic step.
This is happening with all Claude models.
What Should Happen?
Claude should create an AGPL-3.0 LICENSE file.
Error Messages/Logs
None, since this bug is a silent failure.
Steps to Reproduce
- Create a new Claude Code session; alternatively, open Claude Web.
- Ask it to generate a new APGL-3.0 LICENSE file.
- It will silently fail.
- If you are in Claude Web and this is the first prompt, you will see the file being generated but it will halt halfway through. After a few seconds, Claude will return to "What can I help you with today?" as if you input nothing.
