[BUG] Asking Claude to create an APGL-3.0 license causes it to silently fail

What's Wrong?

Whenever I ask Claude to create an AGPL-3.0 LICENSE file, it silently fails.

This behavior happens in:

  • Claude Code
  • Claude Web

Asking it to try again results in the same output (nothing). There are no errors that it throws (unlike a previous bug #10453 which triggered the content filtering policy).

If Claude is executing a checklist it will silently fail at that step and stop working until I manually tell it to skip that problematic step.

This is happening with all Claude models.

What Should Happen?

Claude should create an AGPL-3.0 LICENSE file.

Error Messages/Logs

None, since this bug is a silent failure.

Steps to Reproduce

  1. Create a new Claude Code session; alternatively, open Claude Web.
  2. Ask it to generate a new APGL-3.0 LICENSE file.
  3. It will silently fail.
  4. If you are in Claude Web and this is the first prompt, you will see the file being generated but it will halt halfway through. After a few seconds, Claude will return to "What can I help you with today?" as if you input nothing.
