[Bug] Plan not persisted between sessions - empty .claude/plan/ directory

Bug Description
Claude i ask claude to do a multi stage refactoring, since i knew i will run out of tokens yesterday soon. It did made a great plan did the implementation until i was at 90% tokens spend. I ask claude if it can continue next day and it said yes the plan is saved. Today i started the claude again and it does not remember the plan, i also looked into the .claude/plan/ folder its empty.
