[Bug] Terminal raw mode not restored on Ctrl-Z suspend in Ghostty

Bug Description
when hitting ctrl z to put claude code into background in ghostty it fails to change the terminal from raw mode and stays in foreground. No commands respond to anything. The only thing to do is kill the claude process to get the shell back. Seems to have started with a recent update.
