[Bug] EISDIR: Illegal operation on directory when reading ~/.claude config path

**Bug Description**
claud code always has issues with a stubbon error message, because it tries to read directories. here is the error: Read(~/.claude)                                                            
     Error: EISDIR: illegal operation on a directory, read

**Environment Info**

- Terminal: Apple_Terminal
- Version: 2.0.73
