Wildcard Permissions Matching Fails in MCP Tool Configuration

Bug Description
MCP tool wildcard patterns in permissions.allow not working, especially in .claude/settings.json. It works with exact full_name.

Errors

Claude Code always shows confirmation dialog even I have mcp__atlassian__get*, "enableAllProjectMcpServers": true in ./.claude/settings.json along with ./.mcp.json.
