[Feature Request] Lazy-load MCPs with just-in-time context management and manual approval

Bug Description
We need a just-in-time lazy context loader for MCPs. These are of great use, but they immediately overwhelm the context window if kept loaded all the time. Claude Code should have an option to list available MCPs and only load the ones relevant for the job with prior approval, then once the job is done, ejecting the loaded context for the tool use, so a later re-load would be possible. (this way we can work with a higher context window while still taking advantage of MCPs)
