[Bug] Sometimes scrollback is unavailable in Windows Terminal

Bug Description
I described the problem to Claude Code, and it came to the conclusion that the issue was caused by use of alternate screen buffer.

In Windows Terminal, sometimes (not sure what triggers it -- background processes? Other things, maybe?), I find that I am left unable to scroll back and see pages of text that have scrolled off. I have tried mouse wheel, keyboard shortcuts, and even enabled the vertical scrollbar in Windows Terminal, but haven't been able to scroll back using any of those approaches. Since many of Claude Code's responses are more than a page long, this is severely limiting.

Claude Code seems to think (based on the description of the behavior) that this is due to the use of alternate screen buffer.
