[Feature Request] PreCompact hook should support context threshold percentage trigger

Bug Description
[include options for the PreCompact hook to run when the context left until auto-compact reaches a certain percentage, this way status.md / log files within the project can get updated prior to compaction for proper documentation. (Also in my case this would allow for evaluator agents to update the memory/behavior system according to my feedback before compaction).]
