[Bug] Background commands leak between sessions causing cross-session interference

Bug Description
it looks like background commands are bleeding across sessions. this is the second time today i've had a differnet session/agent start picking up the work of another, i think it's the background command as ⏺ Background command "Restart Expo with cache clear" completed (exit code 0). came in and suddently sleeping session woke up and started trying to solve what another one was already fixing
