/permissions: Maintain scroll position after deleting a rule

Current behavior

When deleting a permission rule via /permissions, the list resets to the top.

Problem

This is annoying when deleting multiple nearby rules. For example, if I want to delete both python3:* and python3.12:*, I have to scroll all the way back down to the same section after each deletion just to delete the next one.

Expected behavior

Maintain scroll position after deletion so users can efficiently manage adjacent rules without repeatedly scrolling back.
