[BUG] Launching CC v2.0.55 instantly initializes Usage Plan Limits

What's Wrong?

I noticed in v2.0.55 (or 1-2 versions earlier) when launching clade code it automatically initializes my Pro usage plan. Post-initialization my plan shows 1% usage and the countdown timer

Previously to upgrading to this version and no other settings change, I could launch CC and change the settings then exit without starting a Usage Plan session.

I want to confirm this is a bug and not a feature change.

What Should Happen?

I should be able to launch CC without starting a session to be able to configure or check settings

Steps to Reproduce

  1. Make sure you have a fresh unused session on a pro plan.
  2. Check "Plan Usage Settings" in your claude account, it should show 0% usage and no active session.
  3. Launch CC v2.0.55, check usage
  4. Usage should show 1% and an active session started when you launched
