[Bug] Plan tool generates excessive Explore tool calls consuming 50k+ tokens per subagent

Bug Description
Please fix the Plan tool after v2.0.50+, I am a Max 5x user and the Random plan names created at @/User/userName/.claude/plans/.. these plans while creating them overuse the Explore tool and pollute the Context windows upto 50k tokens for each subagents
