[Bug] Wi-Fi connection drops on Windows when launching Claude Code during API outages
Bug Description
During the recent Claude outage, I was having troubles with Claude Code and my Wi-Fi. When I launched Claude Code, my Wi-Fi connection on Windows would completely die and I couldn't reconnect to my Wi-Fi. I had to reboot my computer and this happened twice. I worked on my computer a bit, launched Claude Code, a few seconds later the Wi-Fi would disconnect and refuse to reconnect. I rebooted and it happened again, almost immediately after launching Claude Code. It seems fine now that the outage is over.

From Windows Event Viewer around both times this happened:
The description for Event ID 6062 from source Netwtw14 cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.
