Sync Claude Code skills with claude.ai settings capabilities

Bug Description
Claude code is not syncing with claude.ai/settings/capabilities . When asked, CC says Skills are only picked up from .claude/skills , however, Fin AI Agent suggests there should be a sync to the web interface.
