Feature request: make the GitHub labeling used here reusable

The automatic Claude code based labeling is super useful. I'd love to use it in my own projects. However, attempting to do so fails as the actions don't appear to be designed to be reusable. Using github's uses: with this repository fails as the actions require the contents of this repo to work (dockerfile etc)

I'm quite possibly doing it wrong too, but having a separate published GitHub action would be super useful in other open source projects.
