[FEATURE] /feedback should look for duplicate bug reports

Problem Statement

Currently, using /feedback prompt one to open a Bug afterwards.

Opening a bug report just opens a pre-filled Bug submission form here, without search (or prompting the user to search) for duplicate issues, leading to a lot of duplicates.

Proposed Solution

Instead of simply open a new bug, open bugs should be search for similar issue, and allow the user to post the feedback ID in an existing bug instead of creating a new one automatically.
