[BUG] Session limit reached with zero usage using Haiku 4.5 model

What's Wrong?

When starting a new session in Claude Code after not using it for a day or two, I immediately get a “Session limit reached” message even though I haven’t made any new requests that day. This happens consistently with the Haiku 4.5 model and appears to occur with both Claude Pro and Claude Max accounts.

What Should Happen?

A new session should start without triggering the limit when there’s been no prior usage that day.

Steps to Reproduce

  1. Open Claude Code after at least 24 hours of inactivity.
  2. Attempt to start a new chat using the Haiku 4.5 model.
  3. Observe the “Session limit reached” error.
