[BUG] Session limit reached with zero usage using Haiku 4.5 model

What's Wrong?
When starting a new session in Claude Code after not using it for a day or two, I immediately get a “Session limit reached” message even though I haven’t made any new requests that day. This happens consistently with the Haiku 4.5 model and appears to occur with both Claude Pro and Claude Max accounts.
What Should Happen?
A new session should start without triggering the limit when there’s been no prior usage that day.

Steps to Reproduce
- Open Claude Code after at least 24 hours of inactivity.
- Attempt to start a new chat using the Haiku 4.5 model.
- Observe the “Session limit reached” error.
