[FEATURE] allow user to trigger fetch and web search tools directly

Problem Statement

e.g. I want to show a web page to claude code, I can paste the url and CC will use the Fetch(URL) tool to read it. We could support a syntax to allow the user to invoke the tool directly (similar to how we can invoke the Bash tool directly with !cmd.
